Noah Misch 9f97c31c26 src/tools/msvc: Respect REGRESS_OPTS in plcheck. 
v16 commit 8fe3e697a1 used REGRESS_OPTS in
a way needing this.  That broke "vcregress plcheck".  Back-patch
v16..v12; newer versions don't have this build system.
