9f97c31c26 src/tools/msvc: Respect REGRESS_OPTS in plcheck.
v16 commit 8fe3e697a1 used REGRESS_OPTS in
a way needing this.  That broke "vcregress plcheck".  Back-patch
v16..v12; newer versions don't have this build system.

952ff31e2a Ensure cached plans are correctly marked as dependent on role.
If a CTE, subquery, sublink, security invoker view, or coercion
projection references a table with row-level security policies, we
neglected to mark the plan as potentially dependent on which role
is executing it.  This could lead to later executions in the same
session returning or hiding rows that should have been hidden or
returned instead.

56b39cce77 Check for STATUS_DELETE_PENDING on Windows.
1.  Update our open() wrapper to check for NT's STATUS_DELETE_PENDING
and translate it to Unix-like errors.  This is done with
RtlGetLastNtStatus(), which is dynamically loaded from ntdll.  A new
file win32ntdll.c centralizes lookup of NT functions, in case we decide
to add more in the future.

2.  Remove non-working code that was trying to do something similar for
stat(), and just reuse the open() wrapper code.  As a side effect,
stat() also gains resilience against "sharing violation" errors.

3.  Since stat() is used very early in process startup, remove the
requirement that the Win32 signal event has been created before
pgwin32_open_handle() is reached.  Instead, teach pg_usleep() to fall
back to a non-interruptible sleep if reached before the signal event is
available.

This could be back-patched, but for now it's in master only.  The
problem has apparently been with us for a long time and generated only a
few complaints.  Proposed patches trigger it more often, which led to
this investigation and fix.

a9beed6767 Fix our Windows stat() emulation to handle file sizes > 4GB.
Hack things so that our idea of "struct stat" is equivalent to Windows'
struct __stat64, allowing it to have a wide enough st_size field.

Instead of relying on native stat(), use GetFileInformationByHandle().
This avoids a number of issues with Microsoft's multiple and rather
slipshod emulations of stat().  We still need to jump through hoops
to deal with ERROR_DELETE_PENDING, though :-(

Pull the relevant support code out of dirmod.c and put it into
its own file, win32stat.c.

Still TODO: do we need to do something different with lstat(),
rather than treating it identically to stat()?

e88d824a41 Monkey-patch LLVM code to fix ARM relocation bug.
Supply a new memory manager for RuntimeDyld, to avoid crashes in
generated code caused by memory placement that can overflow a 32 bit
data type.  This is a drop-in replacement for the
llvm::SectionMemoryManager class in the LLVM library, with Michael
Smith's proposed fix from
https://www.github.com/llvm/llvm-project/pull/71968.

We hereby slurp it into our own source tree, after moving into a new
namespace llvm::backport and making some minor adjustments so that it
can be compiled with older LLVM versions as far back as 12.  It's harder
to make it work on even older LLVM versions, but it doesn't seem likely
that people are really using them so that is not investigated for now.

The problem could also be addressed by switching to JITLink instead of
RuntimeDyld, and that is the LLVM project's recommended solution as
the latter is about to be deprecated.  We'll have to do that soon enough
anyway, and then when the LLVM version support window advances far
enough in a few years we'll be able to delete this code.  Unfortunately
that wouldn't be enough for PostgreSQL today: in most relevant versions
of LLVM, JITLink is missing or incomplete.

Several other projects have already back-ported this fix into their fork
of LLVM, which is a vote of confidence despite the lack of commit into
LLVM as of today.  We don't have our own copy of LLVM so we can't do
exactly what they've done; instead we have a copy of the whole patched
class so we can pass an instance of it to RuntimeDyld.

The LLVM project hasn't chosen to commit the fix yet, and even if it
did, it wouldn't be back-ported into the releases of LLVM that most of
our users care about, so there is not much point in waiting any longer
for that.  If they make further changes and commit it to LLVM 19 or 20,
we'll still need this for older versions, but we may want to
resynchronize our copy and update some comments.

The changes that we've had to make to our copy can be seen by diffing
our SectionMemoryManager.{h,cpp} files against the ones in the tree of
the pull request.  Per the LLVM project's license requirements, a copy
is in SectionMemoryManager.LICENSE.

This should fix the spate of crash reports we've been receiving lately
from users on large memory ARM systems.

Back-patch to all supported releases.

79ca063de8 Remove incorrect function import from pgindent
Commit 149ac7d455 which re-implemented pgindent in Perl explicitly
imported the devnull function from File::Spec, but the module does
not export anything.  In recent versions of Perl calling a missing
import function cause a warning, which combined with warnings being
fatal cause pgindent to error out.

f40d9e9f1b Only define NO_THREAD_SAFE_LOCALE for MSVC plperl when required
Latest versions of Strawberry Perl define USE_THREAD_SAFE_LOCALE, and we
therefore get a handshake error when building against such instances.
The solution is to perform a test to see if USE_THREAD_SAFE_LOCALE is
defined and only define NO_THREAD_SAFE_LOCALE if it isn't.

Backpatch the meson.build fix back to release 16 and apply the same
logic to Mkvcbuild.pm in releases 12 through 16.

440aedc0fb Cope with <regex.h> name clashes.
macOS 15's SDK pulls in headers related to <regex.h> when we include
<xlocale.h>.  This causes our own regex_t implementation to clash with
the OS's regex_t implementation.  Luckily our function names already had
pg_ prefixes, but the macros and typenames did not.

Include <regex.h> explicitly on all POSIX systems, and fix everything
that breaks.  Then we can prove that we are capable of fully hiding and
replacing the system regex API with our own.

1.  Deal with standard-clobbering macros by undefining them all first.
POSIX says they are "symbolic constants".  If they are macros, this
allows us to redefine them.  If they are enums or variables, our macros
will hide them.

2.  Deal with standard-clobbering types by giving our types pg_
prefixes, and then using macros to redirect xxx_t -> pg_xxx_t.

After including our "regex/regex.h", the system <regex.h> is hidden,
because we've replaced all the standard names.  The PostgreSQL source
tree and extensions can continue to use standard prefix-less type and
macro names, but reach our implementation, if they included our
"regex/regex.h" header.

Back-patch to all supported branches, so that macOS 15's tool chain can
build them.

e9c8747ee9 Fix MVCC bug with prepared xact with subxacts on standby
We did not recover the subtransaction IDs of prepared transactions
when starting a hot standby from a shutdown checkpoint. As a result,
such subtransactions were considered as aborted, rather than
in-progress. That would lead to hint bits being set incorrectly, and
the subtransactions suddenly becoming visible to old snapshots when
the prepared transaction was committed.

To fix, update pg_subtrans with prepared transactions's subxids when
starting hot standby from a shutdown checkpoint. The snapshots taken
from that state need to be marked as "suboverflowed", so that we also
check the pg_subtrans.

Backport to all supported versions.

b7374f15bd Remove redundant perl version checks
Commit 4c1532763a removed some redundant uses of 'use 5.008001;' in perl
scripts, including in plperl's plc_perlboot.pl. Because it made other
changes it wasn't backpatched. However, now this is causing a failure on
back branches when built with bleeding edge perl. Therefore, backpatch
just that part of it which removed those uses, from 15 all the way down
to 9.2, which is the earliest version currently built in the buildfarm.

481597fc6c Fix MSVC recipe for ecpg regression tests.

4d0e8a008b Fix various issues with ALTER TEXT SEARCH CONFIGURATION
This commit addresses a set of issues when changing token type mappings
in a text search configuration when using duplicated token names:
- ADD MAPPING would fail on insertion because of a constraint failure
after inserting the same mapping.
- ALTER MAPPING with an "overridden" configuration failed with "tuple
already updated by self" when the token mappings are removed.
- DROP MAPPING failed with "tuple already updated by self", like
previously, but in a different code path.

The code is refactored so the token names (with their numbers) are
handled as a List with unique members rather than an array with numbers,
ensuring that no duplicates mess up with the catalog inserts, updates
and deletes.  The list is generated by getTokenTypes(), with the same
error handling as previously while duplicated tokens are discarded from
the list used to work on the catalogs.

Regression tests are expanded to cover much more ground for the cases
fixed by this commit, as there was no coverage for the code touched in
this commit.  A bit more is done regarding the fact that a token name
not supported by a configuration's parser should result in an error even
if IF EXISTS is used in a DROP MAPPING clause.  This is implied in the
code but there was no coverage for that, and it was very easy to miss.

These issues exist since at least their introduction in core with
140d4ebcb4, so backpatch all the way down.

efb8046827 Use BIO_{get,set}_app_data instead of BIO_{get,set}_data.
We should have done it this way all along, but we accidentally got
away with using the wrong BIO field up until OpenSSL 3.2.  There,
the library's BIO routines that we rely on use the "data" field
for their own purposes, and our conflicting use causes assorted
weird behaviors up to and including core dumps when SSL connections
are attempted.  Switch to using the approved field for the purpose,
i.e. app_data.

While at it, remove our configure probes for BIO_get_data as well
as the fallback implementation.  BIO_{get,set}_app_data have been
there since long before any OpenSSL version that we still support,
even in the back branches.

Also, update src/test/ssl/t/001_ssltests.pl to allow for a minor
change in an error message spelling that evidently came in with 3.2.

189097db82 Fix exception safety bug in typcache.c.
If an out-of-memory error was thrown at an unfortunate time,
ensure_record_cache_typmod_slot_exists() could leak memory and leave
behind a global state that produced an infinite loop on the next call.

Fix by merging RecordCacheArray and RecordIdentifierArray into a single
array.  With only one allocation or re-allocation, there is no
intermediate state.

1bb619d4d6 Cache by-reference missing values in a long lived context
Attribute missing values might be needed past the lifetime of the tuple
descriptors from which they are extracted. To avoid possibly using
pointers for by-reference values which might thus be left dangling, we
cache a datumCopy'd version of the datum in the TopMemoryContext. Since
we first search for the value this only needs to be done once per
session for any such value.

Original complaint from Tom Lane, idea for mitigation by Andrew Dunstan,
tweaked by Tom Lane.

Backpatch to version 11 where missing values were introduced.

8aa9a26236 Define OPENSSL_API_COMPAT
This avoids deprecation warnings from newer OpenSSL versions (3.0.0 in
particular).

This has been originally applied as 4d3db13 for v14 and newer versions,
but not on the older branches out of caution, and this commit closes the
gap to remove all these deprecation warnings in all the branches still
supported.

OPENSSL_API_COMPAT's value is set based on the oldest version of OpenSSL
supported on a branch: 1.0.1 for Postgres 13 and 0.9.8 for Postgres 11
and 12.

ab5b76c07a Don't force SQL_ASCII/no-locale for installcheck in vcregress.pl
It's been this way for a very long time, but it appears to have been
masking an issue that only manifests with different settings. Therefore,
run the tests in the installation's default encoding/locale.

2eb8e54cc3 Fix handling of SCRAM-SHA-256's channel binding with RSA-PSS certificates
OpenSSL 1.1.1 and newer versions have added support for RSA-PSS
certificates, which requires the use of a specific routine in OpenSSL to
determine which hash function to use when compiling it when using
channel binding in SCRAM-SHA-256.  X509_get_signature_nid(), that is the
original routine the channel binding code has relied on, is not able to
determine which hash algorithm to use for such certificates.  However,
X509_get_signature_info(), new to OpenSSL 1.1.1, is able to do it.  This
commit switches the channel binding logic to rely on
X509_get_signature_info() over X509_get_signature_nid(), which would be
the choice when building with 1.1.1 or newer.

The error could have been triggered on the client or the server, hence
libpq and the backend need to have their related code paths patched.
Note that attempting to load an RSA-PSS certificate with OpenSSL 1.1.0
or older leads to a failure due to an unsupported algorithm.

The discovery of relying on X509_get_signature_info() comes from Jacob,
the tests have been written by Heikki (with few tweaks from me), while I
have bundled the whole together while adding the bits needed for MSVC
and meson.

This issue exists since channel binding exists, so backpatch all the way
down.  Some tests are added in 15~, triggered if compiling with OpenSSL
1.1.1 or newer, where the certificate and key files can easily be
generated for RSA-PSS.

1e4fda6da9 Make EXEC_BACKEND more convenient on Linux and FreeBSD.
Try to disable ASLR when building in EXEC_BACKEND mode, to avoid random
memory mapping failures while testing.  For developer use only, no
effect on regular builds.

This has been originally applied as of f3e7806 for v15~, but
recently-added buildfarm member gokiburi tests this configuration on
older branches as well, causing it to fail randomly as ASLR would be
enabled.

68d89d80c3 Fix binary mismatch for MSVC plperl vs gcc built perl libs
When loading plperl built against Strawberry perl or the msys2 ucrt perl
that have been built with gcc, a binary mismatch has been encountered
which looks like this:

loadable library and perl binaries are mismatched (got handshake key 0000000012800080, needed 0000000012900080)

To cure this we bring the handshake keys into sync by adding
NO_THREAD_SAFE_LOCALE to the defines used to build plperl.

b9d70ef34b Improve setup of environment values for commands in MSVC's vcregress.pl
The current setup assumes that commands for lz4, zstd and gzip always
exist by default if not enforced by a user's environment.  However,
vcpkg, as one example, installs libraries but no binaries, so this
default setup to assume that a command should always be present would
cause failures.  This commit improves the detection of such external
commands as follows:
* If a ENV value is available, trust the environment/user and use it.
* If a ENV value is not available, check its execution by looking in the
current PATH, by launching a simple "$command --version" (that should be
portable enough).
** On execution failure, ignore ENV{command}.
** On execution success, set ENV{command} = "$command".

Note that this new rule applies to gzip, lz4 and zstd but not tar that
we assume will always exist.  Those commands are set up in the
environment only when using bincheck and taptest.  The CI includes all
those commands and I have checked that their setup is correct there.  I
have also tested this change in a MSVC environment where we have none of
those commands.

While on it, remove the references to lz4 from the documentation and
vcregress.pl in ~v13.  --with-lz4 has been added in v14~ so there is no
point to have this information in these older branches.

Fix replay of create database records on standby
Crash recovery on standby may encounter missing directories when
replaying create database WAL records.  Prior to this patch, the standby
would fail to recover in such a case.  However, the directories could be
legitimately missing.  Consider a sequence of WAL records as follows:

    CREATE DATABASE
    DROP DATABASE
    DROP TABLESPACE

If, after replaying the last WAL record and removing the tablespace
directory, the standby crashes and has to replay the create database
record again, the crash recovery must be able to move on.

This patch adds a mechanism similar to invalid-page tracking, to keep a
tally of missing directories during crash recovery.  If all the missing
directory references are matched with corresponding drop records at the
end of crash recovery, the standby can safely continue following the
primary.

Backpatch to 13, at least for now.  The bug is older, but fixing it in
older branches requires more careful study of the interactions with
commit e6d8069522, which appeared in 13.

A new TAP test file is added to verify the condition.  However, because
it depends on commit d6d317dbf6, it can only be added to branch
master.  I (Álvaro) manually verified that the code behaves as expected
in branch 14.  It's a bit nervous-making to leave the code uncovered by
tests in older branches, but leaving the bug unfixed is even worse.
Also, the main reason this fix took so long is precisely that we
couldn't agree on a good strategy to approach testing for the bug, so
perhaps this is the best we can do.

46b738ffc2 Suppress warning about stack_base_ptr with late-model GCC.
GCC 12 complains that set_stack_base is storing the address of
a local variable in a long-lived pointer.  This is an entirely
reasonable warning (indeed, it just helped us find a bug);
but that behavior is intentional here.  We can work around it
by using __builtin_frame_address(0) instead of a specific local
variable; that produces an address a dozen or so bytes different,
in my testing, but we don't care about such a small difference.
Maybe someday a compiler lacking that function will start to issue
a similar warning, but we'll worry about that when it happens.

Patch by me, per a suggestion from Andres Freund.  Back-patch to
v12, which is as far back as the patch will go without some pain.
(Recently-established project policy would permit a back-patch as
far as 9.2, but I'm disinclined to expend the work until GCC 12
is much more widespread.)

Allow MSVC .bat wrappers to be called from anywhere
Instead of using a hardcoded or default path to the perl file the .bat
file is a wrapper for, we use a path that means the file is found in
the same directory as the .bat file.

aadbf825b7 Adjust behavior of some env settings for the TAP tests of MSVC
edc2332 has introduced in vcregress.pl some control on the environment
variables LZ4, TAR and GZIP_PROGRAM to allow any TAP tests to be able
use those commands.  This makes the settings more consistent with
src/Makefile.global.in, as the same default gets used for Make and MSVC
builds.

Each parameter can be changed in buildenv.pl, but as a default gets
assigned after loading buldenv.pl, it is not possible to unset any of
these, and using an empty value would not work with "||=" either.  As
some environments may not have a compatible command in their PATH (tar
coming from MinGW is an issue, for one), this could break tests without
an exit path to bypass any failing test.  This commit changes things so
as the default values for LZ4, TAR and GZIP_PROGRAM are assigned before
loading buildenv.pl, not after.  This way, we keep the same amount of
compatibility as a GNU build with the same defaults, and it becomes
possible to unset any of those values.

While on it, this adds some documentation about those three variables in
the section dedicated to the TAP tests for MSVC.

Enable settings used in TAP tests for MSVC builds
Certain settings from configuration or the Makefile infrastructure are
used by the TAP tests, but were not being set up by vcregress.pl. This
remedies those omissions. This should increase test coverage, especially
on the buildfarm.

baef657d3c Add support for Visual Studio 2022 in build scripts
Documentation and any code paths related to VS are updated to keep the
whole consistent.  Similarly to 2017 and 2019, the version of VS and the
version of nmake that we use to determine which code paths to use for
the build are still inconsistent in their own way.

Backpatch down to 10, so as buildfarm members are able to use this new
version of Visual Studio on all the stable branches supported.

2e33b43599 Avoid race in RelationBuildDesc() affecting CREATE INDEX CONCURRENTLY.
CIC and REINDEX CONCURRENTLY assume backends see their catalog changes
no later than each backend's next transaction start.  That failed to
hold when a backend absorbed a relevant invalidation in the middle of
running RelationBuildDesc() on the CIC index.  Queries that use the
resulting index can silently fail to find rows.  Fix this for future
index builds by making RelationBuildDesc() loop until it finishes
without accepting a relevant invalidation.  It may be necessary to
reindex to recover from past occurrences; REINDEX CONCURRENTLY suffices.
Back-patch to 9.6 (all supported versions).

abb9ee92c5 Fix build of MSVC with OpenSSL 3.0.0
The build scripts of Visual Studio would fail to detect properly a 3.0.0
build as the check on the second digit was failing.  This is adjusted
where needed, allowing the builds to complete.  Note that the MSIs of
OpenSSL mentioned in the documentation have not changed any library
names for Win32 and Win64, making this change straight-forward.

Fix WAL replay in presence of an incomplete record
Physical replication always ships WAL segment files to replicas once
they are complete.  This is a problem if one WAL record is split across
a segment boundary and the primary server crashes before writing down
the segment with the next portion of the WAL record: WAL writing after
crash recovery would happily resume at the point where the broken record
started, overwriting that record ... but any standby or backup may have
already received a copy of that segment, and they are not rewinding.
This causes standbys to stop following the primary after the latter
crashes:
  LOG:  invalid contrecord length 7262 at A8/D9FFFBC8
because the standby is still trying to read the continuation record
(contrecord) for the original long WAL record, but it is not there and
it will never be.  A workaround is to stop the replica, delete the WAL
file, and restart it -- at which point a fresh copy is brought over from
the primary.  But that's pretty labor intensive, and I bet many users
would just give up and re-clone the standby instead.

A fix for this problem was already attempted in commit 515e3d84a0, but
it only addressed the case for the scenario of WAL archiving, so
streaming replication would still be a problem (as well as other things
such as taking a filesystem-level backup while the server is down after
having crashed), and it had performance scalability problems too; so it
had to be reverted.

This commit fixes the problem using an approach suggested by Andres
Freund, whereby the initial portion(s) of the split-up WAL record are
kept, and a special type of WAL record is written where the contrecord
was lost, so that WAL replay in the replica knows to skip the broken
parts.  With this approach, we can continue to stream/archive segment
files as soon as they are complete, and replay of the broken records
will proceed across the crash point without a hitch.

Because a new type of WAL record is added, users should be careful to
upgrade standbys first, primaries later. Otherwise they risk the standby
being unable to start if the primary happens to write such a record.

A new TAP test that exercises this is added, but the portability of it
is yet to be seen.

This has been wrong since the introduction of physical replication, so
backpatch all the way back.  In stable branches, keep the new
XLogReaderState members at the end of the struct, to avoid an ABI
break.

91a1651057 Ensure HAVE_DECL_XXX macros in MSVC builds match those in Unix.
Autoconf's AC_CHECK_DECLS() always defines HAVE_DECL_whatever
as 1 or 0, but some of the entries in msvc/Solution.pm showed
such symbols as "undef" instead of 0.  Fix that for consistency.
There's no live bug in current usages AFAICS, but it's not hard
to imagine one creeping in if more-complex #if tests get added.

Back-patch to v13, which is as far back as Solution.pm contains
this data.  The inconsistency still exists in the manually-filled
pg_config_ext.h.win32 files of older branches; but as long as the
problem is only latent, it doesn't seem worth the trouble to
clean things up there.

55cccdfdf1 Update configure's probe for libldap to work with OpenLDAP 2.5.
The separate libldap_r is gone and libldap itself is now always
thread-safe.  Unfortunately there seems no easy way to tell by
inspection whether libldap is thread-safe, so we have to take
it on faith that libldap is thread-safe if there's no libldap_r.
That should be okay, as it appears that libldap_r was a standard
part of the installation going back at least 20 years.

Report and patch by Adrian Ho.  Back-patch to all supported
branches, since people might try to build any of them with
a newer OpenLDAP.

The version string is grabbed from PACKAGE_VERSION in pg_config.h in the
MSVC build since 8f4fb4c6, but an error message referenced a variable
that existed before that.  This had no consequences except if one messes
up enough with the version number of the build.

e2f21ff606 Add fallback implementation for setenv()
This fixes the code compilation on Windows with MSVC and Kerberos, as
a missing implementation of setenv() causes a compilation failure of the
GSSAPI code.  This was only reproducible when building the code with
Kerberos, something that buildfarm animal hamerkop has fixed recently.

This issue only happens on 12 and 13, as this code has been introduced
in b0b39f7.  HEAD is already able to compile properly thanks to
7ca37fb0, and this commit is a minimal cherry-pick of it.

ab81d004e4 Fix MSVC scripts when building with GSSAPI/Kerberos
The deliverables of upstream Kerberos on Windows are installed with
paths that do not match our MSVC scripts.  First, the include folder was
named "inc/" in our scripts, but the upstream MSIs use "include/".
Second, the build would fail with 64-bit environments as the libraries
are named differently.

This commit adjusts the MSVC scripts to be compatible with the latest
installations of upstream, and I have checked that the compilation was
able to work with the 32-bit and 64-bit installations.

Special thanks to Kondo Yuta for the help in investigating the situation
in hamerkop, which had an incorrect configuration for the GSS
compilation.

e0cf5e9b22 Sync our copy of the timezone library with IANA release tzcode2020c.
This changes zic's default output format from "-b fat" to "-b slim".
We were already using "slim" in v13/HEAD, so those branches drop
the explicit -b switch in the Makefiles.  Instead, add an explicit
"-b fat" in v12 and before, so that we don't change the output file
format in those branches.  (This is perhaps excessively conservative,
but we decided not to do so in a12079109, and I'll stick with that.)

Other non-cosmetic changes are to drop support for zic's long-obsolete
"-y" switch, and to ensure that strftime() does not change errno
unless it fails.

As usual with tzcode changes, back-patch to all supported branches.

41dae35532 Move connect.h from fe_utils to src/include/common.
Any libpq client can use the header.  Clients include backend components
postgres_fdw, dblink, and logical replication apply worker.  Back-patch
to v10, because another fix needs this.  In released branches, just copy
the header and keep the original.

21aac2ff96 Remove support for timezone "posixrules" file.
The IANA tzcode library has a feature to read a time zone file named
"posixrules" and apply the daylight-savings transition dates and times
therein, when it is given a POSIX-style time zone specification that
lacks an explicit transition rule.  However, there's a problem with
that code: it doesn't work for dates past the Y2038 time_t rollover.
(Effectively, all times beyond that point are treated as standard
time.)  The IANA crew regard this feature as legacy, so their plan is
to remove it not fix it.  The time frame in which that will happen
is unclear, but presumably it'll happen well before 2038.

Moreover, effective with the next IANA data update (probably this
fall), the recommended default will be to not install a "posixrules"
file in the first place.  The time frame in which tzdata packagers
might adopt that suggestion is likewise unclear, but at least some
platforms will probably do it in the next year or so.  While we could
ignore that recommendation so far as PG-supplied tzdata trees are
concerned, builds using --with-system-tzdata will be subject to
whatever the platform's tzdata packager decides to do.

Thus, whether or not we do anything, some increasing fraction of
Postgres users will be exposed to the behavior observed when there
is no "posixrules" file; and if we do nothing, we'll have essentially
no control over the timing of that change.

The best thing to do to ameliorate the uncertainty seems to be to
proactively remove the posixrules-reading feature.  If we do that in
a scheduled release then at least we can release-note the behavioral
change, rather than having users be surprised by it after a routine
tzdata update.

The change in question is fairly minor anyway: to be affected,
you have to be using a POSIX-style timezone spec, it has to not
have an explicit rule, and it has to not be one of the four traditional
continental-USA zone names (EST5EDT, CST6CDT, MST7MDT, or PST8PDT),
as those are special-cased.  Since the default "posixrules" file
provides USA DST rules, the number of people who are likely to find
such a zone spec useful is probably quite small.  Moreover, the
fallback behavior with no explicit rule and no "posixrules" file is to
apply current USA rules, so the only thing that really breaks is the
DST transitions in years before 2007 (and you get the countervailing
fix that transitions after 2038 will be applied).

Now, some installations might have replaced the "posixrules" file,
allowing e.g. EU rules to be applied to a POSIX-style timezone spec.
That won't work anymore.  But it's not exactly clear why this solution
would be preferable to using a regular named zone.  In any case, given
the Y2038 issue, we need to be pushing users to stop depending on this.

Back-patch into v13; it hasn't been released yet, so it seems OK to
change its behavior.  (Personally I think we ought to back-patch
further, but I've been outvoted.)
