Tom Lane 84a3778c79 Revert "Avoid requiring Spanish locale to test NLS infrastructure." 
This reverts commit 7db6809ced.
That doesn't seem to work with recent (last couple of years)
glibc, and the reasons are obscure.  I can't let the farm stay
this broken for long.

PostgreSQL Database Management System

This directory contains the source code distribution of the PostgreSQL database management system.

PostgreSQL is an advanced object-relational database management system that supports an extended subset of the SQL standard, including transactions, foreign keys, subqueries, triggers, user-defined types and functions. This distribution also contains C language bindings.
