Fix VACUUM_TRUNCATE_LOCK_WAIT_INTERVAL

Browse source 
lazy_truncate_heap() was waiting for
VACUUM_TRUNCATE_LOCK_WAIT_INTERVAL, but in microseconds
not milliseconds as originally intended.

Found by code inspection.
