Add a SECURITY LABEL command. This is intended as infrastructure to support integration with label-based mandatory access control systems such as SE-Linux. Further changes (mostly hooks) will be needed, but this is a big chunk of it. KaiGai Kohei and Robert Haas

Add file version information to most installed Windows binaries. Prominent binaries already had this metadata. A handful of minor binaries, such as pg_regress.exe, still lack it; efforts to eliminate such exceptions are welcome. Michael Paquier, reviewed by MauMau.
