Fixes#1185 by creating the SSL_CTX for QUIC before chroot and
privilege drop, just like the other SSL_CTX creations.

This limits the number of simultaneous TCP client connections
from a nominated netblock.
And a simple test for TCP connection limit.

which uses less cpu.

Robert Edmonds. The --enable-dnstap needs libfstrm and protobuf-c.
It is BSD licensed (see dnstap/dnstap.c).
Building with --enable-dnstap needs pkg-config with this patch.
