remove old resource phase addressing
At one point there was an attempt to connect the destroy nodes in the apply graph by using special addressing and manipulating the references for resources. This doesn't work for a few reasons, but in particular, destroy nodes are entirely built from their state, they do not reference anything, and they cannot be referenced.
