This PR introduces a DEBUG_DEFRAG compilation option that enables
activedefrag functionality even when the allocator is not jemalloc, and
always forces defragmentation regardless of the amount or ratio of
fragmentation.
## Using
```
make SANITIZER=address DEBUG_DEFRAG=<force|fully>
./runtest --debug-defrag
```
* DEBUG_DEFRAG=force
* Ignore the threshold for defragmentation to ensure that
defragmentation is always triggered.
* Always reallocate pointers to probe for correctness issues in pointer
reallocation.
* DEBUG_DEFRAG=fully
* Includes everything in the option `force`.
* Additionally performs a full defrag on every defrag cycle, which is
significantly slower but more accurate.

integrate module API tests into default test suite
- Add module_tests target to main Makefile to build test modules
- Include unit/moduleapi in test_dirs to run module tests with ./runtest
- Module API tests now run by default instead of requiring
runtest-moduleapi

RM_RdbLoad() disables AOF temporarily while loading RDB.
Later, it does not enable it back as it checks AOF state (disabled by then)
rather than AOF config parameter.
Added a change to restart AOF according to config parameter.
Add `RM_RdbLoad()` and `RM_RdbSave()` to load/save RDB files from the module API.
In our use case, we have our clustering implementation as a module. As part of this
implementation, the module needs to trigger RDB save operation at specific points.
Also, this module delivers RDB files to other nodes (not using Redis' replication).
When a node receives an RDB file, it should be able to load the RDB. Currently,
there is no module API to save/load RDB files.
This PR adds four new APIs:

RedisModuleRdbStream *RM_RdbStreamCreateFromFile(const char *filename);
void RM_RdbStreamFree(RedisModuleRdbStream *stream);
int RM_RdbLoad(RedisModuleCtx *ctx, RedisModuleRdbStream *stream, int flags);
int RM_RdbSave(RedisModuleCtx *ctx, RedisModuleRdbStream *stream, int flags);
```
The first step is to create a `RedisModuleRdbStream` object. This PR provides a function to
create RedisModuleRdbStream from the filename. (You can load/save RDB with the filename).
In the future, this API can be extended if needed:
e.g., `RM_RdbStreamCreateFromFd()`, `RM_RdbStreamCreateFromSocket()` to save/load
RDB from an `fd` or a `socket`.

RedisModuleRdbStream *stream = RedisModule_RdbStreamCreateFromFile("example.rdb");
RedisModule_RdbSave(ctx, stream, 0);
