Julien Pivotto 13d8952abd ci: allow maintainers to edit repo_sync PRs ... Set maintainer_can_modify on the create-pull-request API call so that target-repo maintainers can push directly to the repo_sync branch from the GitHub UI instead of only via the local checkout workaround.
