Rong-En Fan be5888e34c - Fall-back to /etc/termcap.small if there is no /usr/share/misc/termcap ... (i.e. /etc/termcap). This can be useful when using /rescue/vi while /usr is not (or unable to be) mounted. The termcap.small can be found in src/etc/termcap.small.
