Justin T. Gibbs cc865dd008 Off by one error in -MSG-START+0 was just Justin being tired -- revert to ... old value. Remove unnecessary check for active messages in setup SCB. This same test would also jump to p_mesgin_done which would "ACK" an extra time possibly confusing the target.
