Bruce Evans a4e195e166 Don't print conflict messages in haveseen_isadev() if CC_QUIET is ... specified. This makes haveseen_isadev() useful for searching for a free resource. This increases the bitrot in the pci RESOURCE_CHECK code. Fixed the pre-attach conflict message.
