Emmanuel Vadot 1883caa7cc release/arm: Do not install ubldr 
ubldr is the non-pie version of ubldr.bin, do not install two
copies of the same binary. This will allow us to remove ubldr
in the future.
All the u-boot ports know how to load ubldr.bin
