Richard Scheffenegger 4dfbcffbb9 Add network QoS support for PCP to iscsi initiator. 
Make the Ethernet PCP codepoint configurable
for L2 local traffic, to allow lower latency for
iSCSI block IO. This addresses the initiator
side only.
