This will make a number of things easier in the future, as well as (finally!)
avoiding the Id-smashing problem which has plagued developers for so long.
Boy, I'm glad we're not using sup anymore. This update would have been
insane otherwise.

move the socket from /dev to /var/run by default
TRANSITIONALLY make syslog add a symlink..
I PROMISE I'll remove that as soon as I have the makefiles etc fixed as well.
- Delete redundant declarations.
- Add -Wredundant-declarations to Makefile.i386 so they don't come back.
- Delete sloppy COMMON-style declarations of uninitialized data in
header files.
- Add a few prototypes.
- Clean up warnings resulting from the above.
NB: ioconf.c will still generate a redundant-declaration warning, which
is unavoidable unless somebody volunteers to make `config' smarter.
