Subject: [PATCH] wpa: Address CTRL-EVENT-SCAN-FAILED

5fcdc19a8111 didn't fully resolve the issue. There remains a report
that an ifconfig wlan0 up by itself is insufficient. Ifconfig down
must precede it.
