Change the ext_type type from short to int, since it doesn't cost us

Browse source 
anything and it's likely to be faster on alphas.

Also, add EXT_MOD_TYPE for modules that want to add their own ext_type and
are not network drivers (so they don't use EXT_NET_DRV).
