Greg Cox fdfbd4441c Explain structver usage in sample defer plugin. 
sample-plugins/defer/simple.c uses OPENVPN_PLUGINv3_STRUCTVER settings
that may not be obvious to a new author.  Add a comment to reduce
possible confusion.
