Kurt Zeilenga ff23537bcb Rework ac/socket.h for HAVE_WINSOCK: 
tcp_close -> closesocket
  ioctl -> ioctlsocket
Modify codes to use tcp_close() instead of close() for sockets.
Modify ioctl codes to be compatible with WINSOCK.
