8bc0f75093 ITS#9859 specifiy modulepath and moduleload for tests 
moduleload ../rel/mod.la works on build directry ex: make test
but it doesn't work with installed slapd.
It should be specified the modulepath and moduleload separately like other tests.

37cd5f21d5 Enable compilation of the load balancer as a module 
To compile the balancer as a slapd module, pass --enable-balancer=mod to ./configure
Use --enable-balancer(=yes) to compile as standalone server.
