refactor(settings): use NcAppNavigation for the settings navigation 
Migrate away from jQuery and Snap.js for the navigation.
This is required to finally drop both dependencies.

refactor: consolidate OC.Settings 
1. Remove unused legacy parts (no code match in the whole github
organization).
2. Consolidate `OC.Settings` in `core/src/OC` for consistency.

3f6c969d83 feat(Mailer): hide admin settings for "null" transport 
When the mail transport is configured as null transport, the
configuration UI would not work.

== Background

The null transport is meant for situations where operators
implement mail delivery via custom mechanisms like REST APIs.
