12ef765cd9 docs: add stable section IDs and legacy anchors 
Assign explicit IDs to all guideline sections and embed legacy anchor
aliases from the published document so existing hash links keep working.

750d6286df docs: migrate guidelines build to DocBook XML 
Switch documentation generation to use developer-guidelines.xml and
xsltproc, and include the dedicated stylesheet in rendered HTML.

This removes the SGML-only build path while keeping output generation
simple and reproducible with installed DocBook XML tooling.
