Automatic merge from submit-queue (batch tested with PRs 45891, 46147)

Watching ClusterId from within GCE cloud provider

**What this PR does / why we need it**:
Adds the ability for the GCE cloud provider to watch a config map for `clusterId` and `providerId`.

WIP - still needs more testing
