Matt Butcher b7945d05c4 ref(templates): change GetString to Get 
This changes "pkg/chartutil".Files.Get to return a string, removes
"pkg/chartutil".Files.GetString, and adds
"pkg/chartutil".Files.GetBytes.

Closes #1020
