Tim Duesterhus aebe561d4d REGTESTS: Migrate REQUIRE_OPTION to haproxy -cc
With the EOL of HAProxy 2.4 all supported versions of HAProxy support `haproxy
-cc`, allowing us to unify the tests in this regard.
