DOC: config: fix misplaced "txn.conn_retries"

txn.conn_retries was inserted in the internal states sample table, but it
should belong to Layer 4 sample table instead (SMP_USE_L4SRV)

This should be backported in 2.9 with fa0a304f3 ("DOC: config: add an
index of sample fetch keywords")
