[RELEASE] Released version 1.3.15.5

Released version 1.3.15.5 with the following main changes :
    - [BUG] do not try to pause backends during reload
    - [BUG] ensure that listeners from disabled proxies are correctly unbound.
    - [BUG] acl-related keywords are not allowed in defaults sections
