Mark Andrews b41c1aacbc 4759. [func] Add logging channel "trust-anchor-telementry" to 
record trust-anchor-telementry in incoming requests.
                        Both _ta-XXXX.<anchor>/NULL and EDNS KEY-TAG options
                        are logged.  [RT #46124]
