- all tests with "recursion yes" now also specify "dnssec-validation yes",
and all tests with "recursion no" also specify "dnssec-validation no".
this must be maintained in all new tests, or else validation will fail
when we use local root zones for testing.
- clean.sh has been modified where necessary to remove managed-keys.bind
and viewname.mkeys files.
- wait for the transfer completion message to apear in the log instead
of the notify message. this ensures we don't check for the presense of
transfered records during the time between the notify and the
transfer.

- update copyrights and license headers
- add -j to the make commands in .gitlab-ci.yml to take
advantage of parallelization in the gitlab CI process

3955. [bug] Notify messages due to changes are no longer queued
behind startup notify messages. [RT #24454]
so it was just a plain fluke that it ever succeeded.
* use a normal (non-dynamic) zone.
* check that reloads of the master zone actually occur.
* remove example3 test from tests.sh as it wasn't testing notify.
* add a "sleep 1" so that the copied file will have a newer timestamp.
* improve system test logging.
* using seperate output files for each test so that it is possible
to work out what went wrong if the system test fails.
