The lock-file configuration (both from configuration file and -X
argument to named) has better alternatives nowadays. Modern process
supervisor should be used to ensure that a single named process is
running on a given configuration.
Alternatively, it's possible to wrap the named with flock(1).
The following files were reported in CI by the legacy system test runner
and prevented job to pass. They should be removed.

Don't print an error when the ns*/inactive directory is not
present:
rmdir: ns*/inactive: No such file or directory
Remove nsupdate.out.test file instead of nsupdate.out, as the latter
does not exist.
This commit converts the license handling to adhere to the REUSE
specification. It specifically:
1. Adds used licnses to LICENSES/ directory
2. Add "isc" template for adding the copyright boilerplate
3. Changes all source files to include copyright and SPDX license
header, this includes all the C sources, documentation, zone files,
configuration files. There are notes in the doc/dev/copyrights file
on how to add correct headers to the new files.
4. Handle the rest that can't be modified via .reuse/dep5 file. The
binary (or otherwise unmodifiable) files could have license places
next to them in <foo>.license file, but this would lead to cluttered
repository and most of the files handled in the .reuse/dep5 file are
system test files.
- all tests with "recursion yes" now also specify "dnssec-validation yes",
and all tests with "recursion no" also specify "dnssec-validation no".
this must be maintained in all new tests, or else validation will fail
when we use local root zones for testing.
- clean.sh has been modified where necessary to remove managed-keys.bind
and viewname.mkeys files.
- add CHANGES note
- update copyrights and license headers
- add -j to the make commands in .gitlab-ci.yml to take
advantage of parallelization in the gitlab CI process

The merge also needed to update files in legacy and tcp system tests
(newly introduced in master after branch was created) to introduce use
of lockfile.
3562. [func] Update map file header format to include a SHA-1 hash
of the database content, so that corrupted map files
can be rejected at load time. [RT #32459]
include the serial number of the zone from which
they were generated, if different (as in the case
of inline-signing zones). This is to be used in
inline-signing zones, to track changes between the
unsigned and signed versions of the zone, which may
have different serial numbers.
(Note: raw zonefiles generated by this version of
BIND are no longer compatble with prior versions.
To generate a backward-compatible raw zonefile
using dnssec-signzone or named-compilezone, specify
output format "raw=0" instead of simply "raw".)

option in named.conf can be used to specify a
non-default format. A new separate command
named-compilezone was provided to generate zone files
in a new format.
