51774decd2 Reject negative and out-of-range TTLs in dnssec-* tools
strtottl() parsed the operator's TTL string with strtol() and assigned
the long directly to dns_ttl_t (uint32_t) with no sign or ERANGE
check. The only validation was the "no digits parsed" branch, so a
fully-consumed "-1" became UINT32_MAX (~136 years) and was silently
written into DNSKEY/key files by dnssec-keygen -L, dnssec-signzone -t,
dnssec-settime -L, etc. Any signing pipeline interpolating the TTL
from a variable could mint a key with a multi-decade TTL and never see
an error.

Switch to strtoul(), reject a leading '-' explicitly (strtoul silently
negates), check errno == ERANGE, and reject values exceeding
UINT32_MAX before handing the result to time_units(). The pre-existing
multiplication wrap inside time_units() is tracked separately.

2393be779c remove -C option from dnssec-keygen and dnssec-keyfromlabel
The -C option, introduced in BIND 9.7, caused a backward-compatible
key to be generated, using private key format version 1.2, omitting the
creation date and other timing metadata. This made it possible to
generate keys that could be loaded by older versions of BIND.

Those older versions having reached end of life many years ago, the
option can now be removed, along with the "dnssec-settime -f" option,
which caused old-style keys to be upgraded.

49b7ce9a54 Fix dnssec-keygen key collision checking for KEY rrtype keys
When generating a new key, dnssec-keygen checks for possible
key ID collisions with existing keys. The dnssec.c:findmatchingkeys()
function, which is supposed to get the list of the existing keys,
fails to do that for the existing KEY rrtype keys (i.e. generated
using 'dnssec-keygen -T KEY') because it doesn't pass down to the
dst_key_fromnamedfile() -> dst_key_read_public() functions the type
of the keys it's interested in. Fix the issue by introducing a new
function parameter which tells in which type of keys the caller is
currently interested in.

9fe520ece9 Implement named-checkconf -k (check keys)
With named-checkconf -k you can check your configuration including
checking the dnssec-policy keys against the configured keystores. If
there is a mismatch in the key files versus the policy, named-checkconf
will fail. This is useful for running before migrating to dnssec-policy.

For logging purposes, introduce a function that writes the identifying
information about a policy key into a string.

Allow a dnssec key to be initialized outside the keymgr code.

Add 'log_errors' to 'cfg_kasp_fromconfig' to avoid duplicate error
logs.

Unify handling of the program name in all the utilities
There were several methods how we used 'argv[0]'. Some programs had a
static value, some programs did use isc_file_progname(), some programs
stripped 'lt-' from the beginning of the name. And some used argv[0]
directly.

Unify the handling and all the variables into isc_commandline_progname
that gets populated by the new isc_commandline_init(argc, argv) call.

522ca7bb54 switch to ISC_LIST_FOREACH everywhere
the pattern `for (x = ISC_LIST_HEAD(...); x != NULL; ISC_LIST_NEXT(...)`
has been changed to `ISC_LIST_FOREACH` throughout BIND, except in a few
cases where the change would be excessively complex.

in most cases this was a straightforward change. in some places,
however, the list element variable was referenced after the loop
ended, and the code was refactored to avoid this necessity.

also, because `ISC_LIST_FOREACH` uses typeof(list.head) to declare
the list elements, compilation failures can occur if the list object
has a `const` qualifier. some `const` qualifiers have been removed
from function parameters to avoid this problem, and where that was not
possible, `UNCONST` was used.

091d738c72 Convert all categories and modules into static lists
Remove the complicated mechanism that could be (in theory) used by
external libraries to register new categories and modules with
statically defined lists in <isc/log.h>. This is similar to what we
have done for <isc/result.h> result codes. All the libraries are now
internal to BIND 9, so we don't need to provide a mechanism to register
extra categories and modules.

b2dda86254 Replace isc_log_create/destroy with isc_logconfig_get()
Add isc_logconfig_get() function to get the current logconfig and use
the getter to replace most of the little dancing around setting up
logging in the tools. Thus:

    isc_log_create(mctx, &lctx, &logconfig);
    isc_log_setcontext(lctx);
    dns_log_setcontext(lctx);
    ...
    ...use lcfg...
    ...
    isc_log_destroy();

is now only:

    logconfig = isc_logconfig_get(lctx);
    ...use lcfg...

For thread-safety, isc_logconfig_get() should be surrounded by RCU read
lock, but since we never use isc_logconfig_get() in threaded context,
the only place where it is actually used (but not really needed) is
named_log_init().

9081426313 Refactor findmatchingkeys and keylistfromrdataset
Refactor dns_dnssec_findmatchingkeys and dns_dnssec_keylistfromrdataset
to take into account the key store directories in case the zone is using
dnssec-policy (kasp). Add 'kasp' and 'keystores' parameters.

This requires the keystorelist to be stored inside the zone structure.

The calls to these functions in the DNSSEC tools can use NULL as the
kasp value, as dnssec-signzone does not (yet) support dnssec-policy,
and key collision is checked inside the directory where it is created.

e029803704 Handle fatal and FIPS provider interactions
When fatal is called we may be holding memory allocated by OpenSSL.
This may result in the reference count for the FIPS provider not
going to zero and the shared library not being unloaded during
OPENSSL_cleanup. When the shared library is ultimately unloaded,
when all remaining dynamically loaded libraries are freed, we have
already destroyed the memory context we where using to track memory
leaks / late frees resulting in INSIST being called.

Disable triggering the INSIST when fatal has being called.

bd4576b3ce Remove TKEY Mode 2 (Diffie-Hellman)
Completely remove the TKEY Mode 2 (Diffie-Hellman Exchanged Keying) from
BIND 9 (from named, named.conf and all the tools). The TKEY usage is
fringe at best and in all known cases, GSSAPI is being used as it should.

The draft-eastlake-dnsop-rfc2930bis-tkey specifies that:

    4.2 Diffie-Hellman Exchanged Keying (Deprecated)

The use of this mode (#2) is NOT RECOMMENDED for the following two
reasons but the specification is still included in Appendix A in case
an implementation is needed for compatibility with old TKEY
implementations. See Section 4.6 on ECDH Exchanged Keying.

The mixing function used does not meet current cryptographic
standards because it uses MD5 [RFC6151].

RSA keys must be excessively long to achieve levels of security
          required by current standards.

We might optionally implement Elliptic Curve Diffie-Hellman (ECDH) key
exchange mode 6 if the draft ever reaches the RFC status. Meanwhile the
insecure DH mode needs to be removed.

4c96efac5c Teach dnssec-settime to read unset times that it writes
When there is no time in a key file, `dnssec-settime` will print
"UNSET", but to unset a time the user must specify "none" or "never".

The "UNSET" output remains the same to avoid compatibility problems
with wrapper scripts.

I have also re-synchronized the "Timing Options" sections of the man
pages.

c38a323082 Teach dnssec-settime to read times that it writes
The dnssec-settime -p and -up options print times in asctime() and
UNIX time_t formats, respectively. The asctime() format can also be
found inside K*.key public key files. Key files also contain times in
the YYYYMMDDHHMMSS format that can be used in timing parameter
options.

The dnssec-settime -p and -up time formats are now acceptable in
timing parameter options to dnssec-settime and dnssec-keygen, so it is
no longer necessary to parse key files to retrieve times that are
acceptable in timing parameter options.

20f0936cf2 Remove use of the inline keyword used as suggestion to compiler
Historically, the inline keyword was a strong suggestion to the compiler
that it should inline the function marked inline. As compilers became
better at optimising, this functionality has receded, and using inline
as a suggestion to inline a function is obsolete. The compiler will
happily ignore it and inline something else entirely if it finds that's
a better optimisation.

Therefore, remove all the occurences of the inline keyword with static
functions inside single compilation unit and leave the decision whether
to inline a function or not entirely on the compiler

NOTE: We keep the usage the inline keyword when the purpose is to change
the linkage behaviour.

58bd26b6cf Update the copyright information in all files in the repository
This commit converts the license handling to adhere to the REUSE
specification. It specifically:

1. Adds used licnses to LICENSES/ directory

2. Add "isc" template for adding the copyright boilerplate

3. Changes all source files to include copyright and SPDX license
header, this includes all the C sources, documentation, zone files,
configuration files. There are notes in the doc/dev/copyrights file
on how to add correct headers to the new files.

4. Handle the rest that can't be modified via .reuse/dep5 file. The
binary (or otherwise unmodifiable) files could have license places
next to them in <foo>.license file, but this would lead to cluttered
repository and most of the files handled in the .reuse/dep5 file are
   system test files.

eabf898b36 Suppress SHA-1 DS records in dnssec-cds
Previously, when dnssec-cds copied CDS records to make DS records,
its -a algorithm option did not have any effect. This means that if
the child zone is signed with older software that generates SHA-1 CDS
records, dnssec-cds would (by default) create SHA-1 DS records in
violation of RFC 8624.

This change makes the dnssec-cds -a option apply to CDS records as
well as CDNSKEY records. In the CDS case, the -a algorithms are the
acceptable subset of possible CDS algorithms. If none of the CDS
records are acceptable, dnssec-cds tries to generate DS records from
CDNSKEY records.

978c7b2e89 Complete rewrite the BIND 9 build system
The rewrite of BIND 9 build system is a large work and cannot be reasonable
split into separate merge requests. Addition of the automake has a positive
effect on the readability and maintainability of the build system as it is more
declarative, it allows conditional and we are able to drop all of the custom
make code that BIND 9 developed over the years to overcome the deficiencies of
autoconf + custom Makefile.in files.

This squashed commit contains following changes:

- conversion (or rather fresh rewrite) of all Makefile.in files to Makefile.am
  by using automake

- the libtool is now properly integrated with automake (the way we used it
was rather hackish as the only official way how to use libtool is via
  automake

- the dynamic module loading was rewritten from a custom patchwork to libtool's
libltdl (which includes the patchwork to support module loading on different
  systems internally)

- conversion of the unit test executor from kyua to automake parallel driver

- conversion of the system test executor from custom make/shell to automake
  parallel driver

- The GSSAPI has been refactored, the custom SPNEGO on the basis that
all major KRB5/GSSAPI (mit-krb5, heimdal and Windows) implementations
  support SPNEGO mechanism.

- The various defunct tests from bin/tests have been removed:
  bin/tests/optional and bin/tests/pkcs11

- The text files generated from the MD files have been removed, the
MarkDown has been designed to be readable by both humans and computers

- The xsl header is now generated by a simple sed command instead of
  perl helper

- The <irs/platform.h> header has been removed

- cleanups of configure.ac script to make it more simpler, addition of multiple
macros (there's still work to be done though)

- the tarball can now be prepared with `make dist`

- the system tests are partially able to run in oot build

Here's a list of unfinished work that needs to be completed in subsequent merge
requests:

- `make distcheck` doesn't yet work (because of system tests oot run is not yet
  finished)

- documentation is not yet built, there's a different merge request with docbook
to sphinx-build rst conversion that needs to be rebased and adapted on top of
  the automake

- msvc build is non functional yet and we need to decide whether we will just
cross-compile bind9 using mingw-w64 or fix the msvc build

- contributed dlz modules are not included neither in the autoconf nor automake
