Subject: [PATCH] Rename the "postcheck" stage to "other-checks" in CI

Rename the "postcheck" CI stage to the more generic "other-checks".
Slower jobs that still run in autoscaled runners belong here, as opposed
to the lightweight ones in "quick-checks".
