first pass only covered what was fresh in mind and left about twenty notable
entries out: the RTK menu, the AI assistant tools, the deploy and sshfs
commands, the backup and erase commands, the Selenium work, the BRIN index
advisor, the STL support, the mobile manifests and the new dependencies.
Coverage was then checked against the 145 subjects rather than from memory,
one topic at a time.
The Security entry states its scope exactly — display and logging — because
the password still reaches the process argv, and a changelog must not promise
more than was done.

Added 30 .base.md files using the mmg (Multilingual Markdown Generator)
format to automatically generate English (.md) and French (.fr.md)
