[UPD] cache qemu : porter la version du binaire à 0.2.13

Le binaire a gagné le retrait d'une entrée du magasin par URL et le classement
des objets nix comme immuables sans que la version bouge : « --version » ne
distinguait plus un cache qui porte ces règles d'un cache qui ne les porte
pas, et une réinstallation ne se constatait donc pas. Un hôte pouvait servir
un binaire ignorant l'option « --oublie » tout en annonçant le même numéro.

The binary gained the removal of a single store entry by URL and the
classification of nix objects as immutable without the version moving:
« --version » could no longer tell a cache holding those rules from one that
does not, so a reinstall could not be observed. A host could serve a binary
ignoring the « --oublie » option while announcing the same number.
